
Holleman’s unique background provides experience that spans all levels of government, providing clients with an all-encompassing approach to government relations. This includes federal legislative experience at the U.S. Senate, federal regulatory experience at a critical energy agency, state government legislative and appropriations work, in-house lobbying at one of the nation’s largest export companies, and advising Tribal governments.
With a diverse portfolio of clients across the energy, infrastructure, and appropriations sectors, Holleman provides strategic counseling, issue management, and procurement advocacy before legislative and executive branch officials at the Louisiana legislature. This work includes advising local governments on capital outlay and annual appropriations efforts and supporting permitting and compliance initiatives for large private infrastructure companies. This consulting in Baton Rouge not only takes place during regular legislative session, but support continues throughout the year to advise on agency outreach, local government relations, and more.
Holleman also advises federally recognized Native American Tribal leadership on comprehensive state and federal government affairs strategy, outreach, and long-term economic development planning. He has specific experience advising Tribal business enterprises through strategic business development initiatives and government procurement opportunities. A key component includes leveraging the U.S. Small Business Administration’s 8(a) Business Development Program to secure competitive federal contracts that promote sustainable economic growth for Tribes and their members.
Prior to his state-level work, Holleman lived in Washington, D.C. for over a decade and advised both public and private sector leaders on a number of issues.
As in-house government affairs for Cheniere Energy, Inc., Holleman advised management on engagement strategies with Congress, government agencies, and trade associations. During his tenure at Cheniere, he established strong relationships with Members and staff in the U.S. House of Representatives, U.S. Senate, and several regulatory agencies, including the Federal Energy Regulatory Commission (FERC). Holleman’s advocacy on Cheniere’s behalf helped to secure key regulatory approvals from FERC, leading to an increase in production, jobs, and investments for Southwest Louisiana.
Prior to working with Cheniere, Holleman worked for the Federal Energy Regulatory Commission, which regulates interstate natural gas pipelines and LNG facilities. Holleman began his career in Washington, D.C. in 2012 working for U.S. Senator Mary Landrieu, where he advocated on behalf of multiple industries across Louisiana including the ports and waterways and agriculture industries.
A New Iberia native and graduate of University of Louisiana at Lafayette, Holleman now resides in Youngsville, LA with his family.
